My landlord only provides about 2 minutes of hot water before it turns cold. Is that legal ?

She recently changed something with the heater I think, it was not like this when I first moved in. When I take a shower my water is only hot for a good 2 minutes if I'm lucky and I can't get it to go back to warm or hot water for about an hour. I was wondering if theres anything I can do ? She also doesn't plow or shovel and rearranges the dumpster to make more room. I think she is trying to be cheap, but I need hot water to shower with?
