What is the word that specifically means "to be overly precise, with the intention to deceive"?

When someone quotes a number like "there's 10000 of them", people ume that you're rounding off. But when you say "there's 10037 of them", people ume you're being exact. There's a specific word for intentionally appearing exact when all you really have is an approximation. What is that word?
