If a teen drove there car into a lake...?

If a teen drove there car into a lake, and survived...and said that the reason it happened is because a animal ran onto the road and they swerved to miss is, and lost control and went into the water what would police do? Could they get in trouble if they weren't speeding, or under the influence of anything..or would it just be simply labeled an accident.
