Is it fair that the Yankees made their ballpark a home run launching pad allowing them to win much easier?

what do you think? Not only are the dimensions smaller but there is a wind tunnel blowing out the ball. I wonder if it was designed like that only in the bottom innings and at the top it gets turned off. Why would any other team make their ballpark dimensions bigger making it harder for them to hit home runs? Is this like cheating in a way?
